RECRUITMENT AGAINST SCOUTS & GUIDES QUOTA FOR THE YEAR 2016-17 (Group-C & D) IN NORTHERN RAILWAY
ONLINE Registration and submission of Applications are invited from ELIGIBLE Indian citizens for recruitment of following Group C & D Category against Scouts and Guides Quota for the year 2016-17 in Northern Railway. Specific category and place of posting will be decided by the Northern Railway administration at the time of offering appointment to the selected candidate. The posts are open to all candidates and candidates belonging to SC/ST/OBC/Ex-SM/PWD Categories who apply against this notification will be extended relaxation in age limit as admissible in a general open market recruitment. However, in case of being selected with any relaxation on account of being a candidate from the above categories, he/she will be taken against reserved roster point.
Applicant can apply for both categories i.e. Group-C & D subject to full filling eligibility condition given below. Separate Application for Group-C & D Post is to be sent to RRC/NR office along with enclosures and prescribed fee. Seperate Examination will be conducted for Group-C & D.
Merely Registering/filling up online application (Part-I) on RRC website does not entitle the candidate being eligible for Written Examination. Candidature of the applicant shall only be considered after printout of the ONLINE filled in application (Part-I) is received in RRC/NR Office with duly completed Part –II of the application i.e:- Writing Paragraph, Thumb Impression, Signature, Photo etc.
The printout of duly filled ONLINE application separately for Group-C & D along with required enclosures and prescribed fee should be sent by post only to Assistant Personnel Officer/RRC, Railway Recruitment Cell, Lajpat Nagar- I, New Delhi – 110024 or can be dropped in Drop Box available in the RRC office during office hours before the last date as mentioned below.

1.0 Details of Post, Qualification and Age (as on 01/01/2017)

   (1) Passed 10 + 02 (+2 stage) or its equivalent examination with   not less than 50% marks in the aggregate from a recognized Board. 50% is not   to be insisted upon in case of SC/ST/Ex-SM.
(2) Scouting Qualification :-
  (A) A President Scouts/Guide/Rover/Ranger or Himalaya Wood Badge (HWB) holder in any section.
  (B) Should have been an active member of a Scouts organization for the last 5 years. The 'Certificate of Activeness' should be as per Annexure-I
  (C) Should have attended two events at National level OR All Indian Railway's level and Two events at State level.
Age limit UR OBC SC/ST Ex-SM,PWD &Serving Railway Employee
18 to 29 Yrs. 18 to 32 yrs. 18 to 34 yrs. Extent of age relaxation as per the rules
2. Group 'D' Rs. 5200-20200 with GP Rs. 1800(Corresponding to Level 1 of Pay Matrix 7th CPC) 12 over Northern Railway Educational Qualification:-
  (1) 10th passed or ITI(in trades approved by the NCVT) or Equivalent from the recognized Educational    Board
(2) Scouting Qualification as under:-
  (A) A President Scouts/Guide/Rover/Ranger or Himalaya Wood Badge (HWB) holder in any section.
  (B) Should have been an active member of a Scouts organization for the last 5 years. The 'Certificate of Activeness' should be as per Annexure-I
  (C) Should have attended two events at National level OR All Indian Railway's level and Two events at State level.

NOTE 1:- The persons appointed against Scouts & Guides quota of the category of Clerks will be required to possess proficiency in typing with in a period of two years from the date of appointment, and their appointment will be provisional subject to the prescribed typing qualification with in the stipulated period . In case of non acquisition of typing skill with in the prescribed period, no additional time will be given and services of such candidate(s) will be summarily terminated.
NOTE 2:- A written declaration will be obtained from all the candidates who finally qualify for appointment as per Annexure-III. If the candidate violates any of the said declarations furnished by him/her, he/she should be taken up under D & AR by the concerned CPO/Senior DPO on the recommendation of State Chief Commissioner/District Chief Commissioner, as the case may be.
3.0 Medical Examination :
Candidates recommended for appointment will have to pass the requisite medical fitness standards prescribed for the post to be identified by the Northern Railway Administration.
4.0 EXAMINATION FEE :
(i) For all candidates except those mentioned in sub-para (ii) below: Rs. 500/- (Rupees Five Hundred) only through the Indian Postal Order drawn in favour of FA&CAO/Northern Railway, and payable at New Delhi – 110024. Candidates must write their names & full address in the IPO. The examination fee is not refundable under any circumstances.
(ii) For candidates belonging to SC/ST/Ex. Servicemen/Persons with Disabilities (PWDs), Women, Minorities and Economically Backward Classes: Rs. 250/- (Rupees Two Hundred Fifty) only. Examination Fee will be refundeed to these Categories of Candidate only when they actually appear in the examination.
NOTE:- ‘Minority’ means Muslims, Christians, Buddhists, Zoroastrians (Parsis) & Sikhs. Economically Backward Classes will mean those candidates whose family income is less than Rs. 50,000/- per annum.

The following officials are authorized to issue income certificate for the purpose of identifying Economically Backward Classes :
(a) District Magistrate or any other Revenue Officer up to the level of Tehsildar.
(b) Sitting MP of Lok Sabha for persons of their own constituency.
(c) BPL Card or any other certificate issued by Central Government under a recognized poverty alleviation programme or Izzat MST issued by Railways.
(d) Union Minister may also recommend for any persons from anywhere in the country.
(e) Sitting MP of Rajya Sabha for persons of the District in which the MP normally resides.

The income certificate issued by the authorities mentioned above must be as per format given at Annexure-‘E ’. This will have to be issued on the letterhead of the issuing authority.
(iii) IPOs issued before the date of publication of this Employment Notice or after the closing date will not be accepted and the Application Form will be rejected.
(iv) Candidate must write their name, full address at the space provided in the IPO.
(v) Examination fee is to be submitted in the form of Indian Postal Order only. Application received with Cash/ Cheque/ Money order/ Demand Draft Central Recruitment Fee Stamps etc. will not be accepted and application will be rejected.
5.0 Period of Probation - As per rules
6.0 Period of Training – The selected candidate will be required to undergo training as per the requirement of the post on which he/she has been selected.
7.0 Details of Agreement/Security Deposit/Bond to be signed :
Selected candidates shall be required to execute an agreement.
8.0 PLACE OF POSTING :
Selected candidates will be posted over Northern Railway.
9.0 Scheme for recruitment : Candidates who applied in response to notification issued and found eligible after scrutiny will be called for written examination. The candidates qualified in written test will have to undergo the Scouting Skill Assessment and Certificates verification. Panel will be formed as per merit position of successful candidates in both written examination and scouting skill assessment. The Candidate will be assessed on the basis of following criteria.
(A) Written Test 50 Marks
The written test will consist of 40 objective question (40 marks) & 1 essay type question (10 marks) relating to Scouts & Guides organiZation and its activities and General knowledge of Grade Pay Rs.1900/- and Rs. 1800/- as the case may be as per the syllabus as Annexure-II
(B) Scouting skill Assessment 10 Marks
A Skill Assessment Committee will assess the practical ability of the Candidates.
(C) Marks on Certificates 40 Marks
(i) Participation/Service rendered in National Evenets/National Jamboree (including All Indian Railway Events) 10 Marks
(a) First Two certificates (i.e. minimum eligibility qualification) NIL
(b) One additional event 07 Marks
(c) Two or more additional events 10 Marks
(ii) Participation/Service rendered in State Evenets/Rallies 10 Marks
(a) First Two certificates(i.e. minimum eligibility qualification) NIL
(b) One additional event 07 Marks

(iii) Specialized Scouts/Guides course organized at National/State/All Indian Railways level 10 Marks

NOTE :- The medium of the examination is Hindi or English. Written Examination as well as skill assessment Test shall be held in Delhi only.
10.0 HOW TO FILL UP THE APPLICATION : Steps to be followed while registering the ONLINE Application
Steps Details
(a) Click on the “Scouts & Guides ONLINE/E-Registration/filling Application for Group "C" or "D" ” Link.
(b) Click on the "Candidate Registration"
(c) Fill up the basic details i.e Name, Community, Category, Mobile No., Email ID & Date of Birth.
(d) Click on "Register" button and Proceed further on "Apply Now" button if Registered Successfully.
(e) Candidate Dashboard appears containing Application Form, Upload Photo/Signature/Thumb Impression and Application Details/ Print.
(f) Click on "Application Form".
(g) Fill Up the Details in Application Form (Part I). Save Detail, Edit if required and then finally save Detail.
(h) Candidate now will get Registration Number on completion of Application Form (Part-I) and a message of the same will also be sent on registered Mobile No. and Email ID. Coloumns with reference to Essential Qualification, Scouts & Guides qualifications are mandetory to fill up failing which software will not allow to proceed further.
(i) Candidate to login using Registration number and Date of Birth.
(j) Now click on upload Photo link in the “Candidates Dashboard” and candidate to upload Photograph in full uniform of scouts & guide, Signature & Thumb Impression having size 10 to 50KB in jpg format & Save Images.
(k) Now Candidate to go on "Print Application" in Candidate Dashboard & take print.
(l) Now Candidate to complete the Part-II of the application printout by filling up the declaration in his/her own running handwriting either in Hindi or in English with blue or black ball point pen only. Also candidate has to sign and put Thumb Impression on it. Declaration given must not be in CAPITAL LETTERS
(m) A recent (not older than one month) passport size colour photograph in full uniform of scouts & guide and without wearing the coloured glasses should be firmly pasted with glue (not to be stapled) in the space provide in the print out (Part-II) of the application form.
(n) Detail of prescribed examination fee in the form of Indian Postal Order is required to be filled up mandatorily in the given space on Part-II of the application.
(o) Applicant has to submit only one application seperately for each category i.e. Group-C or D against this Notification as per his eligibility and submitting more than one application in one categories i.e. Group "C" or "D" shall be a disqualification from the selection process. Even if, such a candidate gets selected inadvertently, he/she will be disqualified or candidature shall be Rejected at any stage.
11. Submission of Application :
(i) Candidate has to fill up the online application as per Para 10 as available on the given link on RRC website seperately for Group C & D Category. The printout of the duly Online filled applications along with Annexures after writing the required paragraph, putting Thumb impression and signature with photograph pasted on it must be sent by post to the Assistant Personnel Officer (Recruitment), Railway Recruitment Cell, Northern Railway, Lajpat Nagar, New Delhi, PIN – 110024 or should be dropped in the APPLICATION DROP BOX provided in the Railway Recruitment Cell Lajpat Nagar-I, New Delhi-24 within closing date (i.e17.00 hours of 27.12.2016). (For candidates residing in Andaman & Nicobar Islands, Jammu & Kashmir, Lahaul & Spiti Districts, Pangi Sub-Division in Chamba District of Himachal Pradesh, Lakshadweep and abroad, the last date is 05.01.2017 by post only). Application should be sent in an envelope super scribed “APPLICATION FOR RECRUITMENT AGAINST SCOUTS AND GUIDES QUOTA Group "C" or Group "D" as the case may be. ”
(ii) In case an entry is not applicable for a candidate, ‘NOT APPLICABLE’ (NA) should be written against that column.
(iii) Full postal address of the candidate with PIN code must be given along with the name of the nearest railway station and permanent address.
(iv) Candidate must sign in full (not initial) in different places on the application form as indicated therein. Signature in capital/block letters or different signatures in different places will lead to the rejection of application. The style and script of language (English or Hindi) of signature on the application form admit card, answer sheet and photographs must be the same. This should be noted very carefully. Any variation may disqualify the candidate.
(v) All copies of certificates regarding Age, Educational Qualification and other Essential Qualifications/Testimonials/Prizes, duly attested by a gazetted officer, are to be enclosed along with the application form.
12. (a) Enclosures to the application:-
Applicant must enclose following documents/certificates with the application to be submitted to RRC/NR failing which application will be rejected.

a. Proof of date of birth (10th or Matric pass certificate).
b. Proof of Essential educational and scouting qualification prescribed for the category/post.
c. In case of candidates belonging to SC/ST/OBC/Minority/Economically Backward/PWD/Ex-SM etc Certificate in prescribed format as per Annexure-A to Annexure –E (may be downloaded from RRC website i.e. www.rrcnr.org)
d. Prescribed Examination Fee in the form of Indian Postal Order only. No other mode of Examination fee is acceptable.
Original Certificates are not to be attached. Railway administration or RRC will not be responsible for loss of original certificates, if any, enclosed by the candidate.
13. General Instructions :

i. Applicant may apply for both the Categories i.e. Group C & D but seperate application with prescribed examination fee is to be submitted for each category subject to his/her eligibilty. Seperate selection will be conducted for both the categories and written examination may be held on same day but in seperate time schedule for category Group "C" and "D". Applicant has to fillup the seperate ONLINE Application Form and Printout of the same is to be sent to RRC/NR seperately along with all enclosures and prescribed fee.

ii. Candidates shall ensure that he/she fulfil all eligibility conditions at the time of submission of Application.

iii. It is the responsibility of the candidates to produce original certificates/documents at the time of Document Verification.

iv. Candidates admission at all stage of the recruitment will be purely provisional subject to satisfying the prescribed eligibility conditions.

v. Candidate shall attend the Written Examination/Document Verification/ skill assessment Test/ Medical Examination at the date; time and venue specified by Railway administration. Any request for change of date, time and venue will not be entertained.

vi. Attested copy of the certificates in support of Age, Community, Educational/Technical Qualifications, Scouts & Guides Qualifications and Prizes won etc.

vii. Necessary proof for claiming fee refund etc., should be enclosed along with the application form.

viii. Certificates in languages other than English or Hindi should be accompanied by an attested translation in English/Hindi.

ix. Minority Community and Economically Backward Classes, shall enclose documentary proof in support of their claim.

x. Travel Expenses : SC/ST candidate alone will be issued with 2nd Class Free Pass for their journey from their nearest Railway Station to the venue of Written Examination. Others will have to make their own arrangements. No reimbursement of travel expenses will be made on any account.

xi. Candidates to remain in touch with the RRC website which is the primary source of communication with the candidates for various information’s like : Eligible/Ineligible, Date of Examination, issuance of Admit Cards, Centre of Examination etc.

xii. Before examination candidates should read the instructions carefully as given in the notification, instruction with the e-Admit card and before/during written examination the cover page of Question Booklet, OMR Answer Sheet and follow them scrupulously. Failure to comply with the instructions may lead to non-evaluation of OMR sheet and disqualification of candidate.

xiii. Railway Administration reserves the right to alter the mode of examinations or re-conduct the written examination or to cancel part or whole of any process of the recommitment at any stage without assigning any reason.

xiv. RRC reserves the right to conduct the examination in batches on various dates even other than the proposed dates mentioned above and locations as decided by the RRC.

xv. The scheme of Scouts & Guides will be implemented according to the guidelines issued by Railway Board and will be binding on all.

xvi. Candidates belonging to SC/ST communities should produce a community certificate in the format available at the website www.rrcnr.org (Annexure-A)

xvii. Candidates belonging to OBC community should produce a community certificate in the format available at the RRC/NR website www.rrcnr.org (Annexure -B). The submitted OBC Certificate should not be more than One Year Old. In addition, the OBC candidates should enclose self-declaration of non-creamy layer status in the Performa given in the RRC/NR website www.rrcnr.org (Annexure-C)

xviii. Serving employee : “No Objection Certificate” and “Bonafide Certificate” giving the length of regular service etc. from the employer should be enclosed.

xix. Ex-Servicemen : Discharge certificate should be enclosed.

xx. Persons with Disability : Disability Certificate issued by Medical Board of appropriate Government in the prescribed format given on RRC website should be enclosed. (Annexure -D)
14. Invalid application/Rejection :
Candidates are advised to read all instructions thoroughly before online filling of application and then submitting printout of it along with enclosures to RRC Office as applications are likely to be rejected on one or more reasons given below.
(i) Application not Registered Online or submitted without ONLINE filled printout (Part-I) with duly completed Part-II of the Application.
(ii) Incomplete application on any aspect/column of the application.
(iii) Application not accompanied with prescribed examination fee in the form of Indian Postal Order Only.
(iv) Application without signature/signature in capital or spaced out letters or different signatures at different places during the selection process.
(v) Left Thumb Impression or Right Thumb Impression as the case be, not affixed/blurred/smudged on the application form.
(vi) Not possessing the prescribed educational/Essential qualification for the posts and other qualifications.
(vii) Over aged, under aged, date of birth unfilled or wrongly filled.
(viii) Application received after the closing date and Time.
(ix) Application which are filled in a language other than Hindi or English.
(x) Applications not supported by the attested copies of relevent certificates.
(xi) Application without photograph in full uniform of Scouts & Guide.
(xii) Merely filling up ONLINE Application (Part-I) on RRC website does not entitle the candidate being eligible for Written Examination. Candidature of the applicant shall only be considered after printout of the Online filled application (Part-I) is received in RRC Office with Part –II of the application after completing formalities like:- Writing Paragraph, Thumb Impression, Signature, Photo etc. on it by the candidate. This printout must enclose all necessary enclosures as well as prescribed Fee in the form of Indian Postal Order.
(xiii) Any other irregularities which are considered invalid by Northern Railway. All the list given above is only illustrative and not exhaustive.
15. MISCELLANEOUS :
(i) Railway Administration will not be responsible for any inadvertent error in the advertisement and will not be held responsible for any postal delay or wrong delivery if any. (RRC website would be primary and main source of contact with the candidates for various information during the selection.)
(ii) The decision of the Railway Administration in all matters relating to eligibility, acceptance or rejection of applications etc. will be final and binding on the candidates and no enquiry or correspondence will be entertained in this connection.
(iii) In case of any legal dispute, the jurisdiction will be at New Delhi.
(iv) This Employment Notice is also available in RRC Website. English version shall be applicable in case of any ambiguity/ dispute in two versions.
(v) Mobile Phones, Pagers, Calculators or any other computing/communication /Electronic Devices/Gadgets are prohibited in the examination centre. If any candidate is found to be in possession of such devices/gadgets in even switched off condition his/her candidature shall be cancelled forthwith and will be debarred for future examination to be conducted by Railway. Candidates are strictly inform in their own interest not to bring any of the prohibited item to the venue of Examination as there will be no arrangement to keep this things in the examination premises.

16. CANVASSING/MISCONDUCT :
